Can I attach this tag holder to a harness?

Yes! As long as the harness has a strap that is up to 1 inch wide and has an open end that the holder can slide onto.

How does this help track my dog?

The tag (sold separately) uses bluetooth and the Apple Find My network. Nearby Apple devices can detect the tag and update its location. It's great for areas with lots of Apple devices like iPhones.
